PCL/ED, a Joint Venture, acting as the Construction Manager (CM) on behalf of PWGSC, is inviting Fresco Conservators (Subcontractors) to submit their Expression of Interest to prequalify to bid on the careful conservation/restoration of frescos that have successfully been removed from Centre Block. These 13 frescoes are currently in storage at the CM’s warehouse for the Centre Block Rehabilitation Project. Centre Block is located at 111 Wellington Street, Ottawa, Ontario. The building forms part of the Parliament Buildings National Historic Site of Canada and has been designated a classified heritage building that requires significant rehabilitation and conservation.
This Expression of Interest is the first phase of a three-phase procurement process; the second phase is the Request for Qualification (RFQ) phase and the third phase is the Request for Proposal (RFP) tendering process.
During the RFQ Phase, the bidders who respond to this REI and upon their eligibility verified by the CM, will be invited to prepare and to submit their qualifications based on the Scope of Work (SOW) outlined in the RFQ. This technical submission will be evaluated and those who pass the evaluation will move on to the third (RFP, tender) phase. The technical submission from the second (RFQ) phase may form part of the tender evaluation.
This Request for Expression of Interest (REI) document sets out the requirements for the submission of the Bidder’s Expression of Interest and specifies the Bidder eligibility requirements that must be met to proceed to the RFQ phase.
Should there be an insufficient number of prequalified Respondents after Phase One to permit a competition in Phase Two, the CM reserves the right to cancel Phase Two or to modify the Phase One requirements and re-publish the solicitation using the same or a different approach.
