This RFP is an invitation to potential suppliers (each a “Proponent”) to submit proposals to provide website(s) and mobile application(s), a content management system (the “CMS” and together with the website(s) and mobile application(s), the “Enterprise Website and Apps Solution”), and related services including, as applicable, development, implementation, configuration, integration, deployment, consulting and training, support, maintenance and managed hosting services (the “Services”) pursuant to a definitive master services agreement between the successful Proponent as a service provider (the “Service Provider”) to the Ontario Lottery and Gaming Corporation (“OLG”). Currently, OLG expects the Services to be enterprise-wide, using a single CMS for all OLG websites and mobile applications.
OLG is seeking to enter into a master services agreement with an initial term of five years, with two additional optional extensions at OLG’s discretion of three and two years length respectively. After the first two renewal terms, there will be a further two optional extensions of three and two years length respectively, these further two optional extensions will also be at OLG’s discretion. This gives a total potential term, subject to OLG exercising its renewal options, of 15 years.
In order to enter into a definitive Agreement, the Proponent will be required to comply with the requirements of the Gaming Control Act (“GCA”). This includes a requirement for the Service Provider to be registered as a Gaming-Related Supplier (a “GRS”). The Proponent, and any member of the Proponent Group (including any subcontractors) that is required to be registered with the AGCO under the GCA with respect to the Services (or any part thereof), whether as a GRS or otherwise, shall be so registered with AGCO with respect to such Services on or before the final execution by the Proponent and OLG of a definitive Agreement. As a condition of this RFP and by the Proposal Submission Deadline, Proponents must either (i) demonstrate that it is already a registrant holding a valid GRS registration with AGCO to provide the Services and provide evidence of such registration or filing with the Proponent’s Proposal, or (ii) file a completed application form “Registration as an Operator or Supplier” (https://www.agco.ca/sites/default/files/6077_g_1.pdf) with AGCO as a GRS along with requirement to pay to AGCO the non-refundable application fee of CAD $15,000, and provide evidence of such registration or filing with the Proponent’s Proposal.

In order to obtain the complete RFP package, which includes the master services agreement and pricing response template, Proponents are required to execute an Interest Agreement and Data Room Agreement (as found in Attachment 4 of the RFP). Also, execution of the Interest Agreement will be required in order to participate in the Proponent Briefing Webinar.

To assist Proponents in understanding the RFP requirements and associated RFP process, OLG will
conduct a Proponent Briefing Webinar on November 20, 2017. Proponents must pre-register themselves for the Proponent Briefing Webinar by executing the Interest Agreement and sending an email to the RFP Coordinator at the coordinates outlined within the RFP document. The deadline for Proponents to register for Proponent Briefing Webinar is November 16, 2017 at 2:00:00pm local Toronto time.
