Description:
The York University School of Continuing Studies (“SCS”) is seeking to collaborate with a partner to implement a comprehensive, learner-centric, cloud-based solution enabled by interactive artificial intelligence (“AI”) technology in career/education planning and program development that will best fit our future program roadmap.
The objective for the Scope of Work is to implement a data-driven AI-enabled career and education development and program Insights platform that provides customized data-driven market intelligence to our prospective/current students and alumni, as well as our Continuing Professional Education (“CPE”) Program teams, ultimately enabling SCS to gain a competitive advantage by offering prospective students an intelligent and market-linked career and education planning tool and to identify any program-related deficiencies. Specifically, the end-state solution must realize three primary objectives:
- Allow prospective students to identify, in real-time, adjacent careers that require limited incremental education (via Certificates) based on their work experience and education. Incremental education must include relevant programs offered by CPE but could include other programs not offered by CPE (i.e. would only display recommended non-CPE programs if a comparable program offering is not offered by CPE). Output to include certain factual information about the opportunities (e.g. average compensation, growth rates, companies hiring, etc.). Factual information must include Canadian-based data, including the Greater Toronto Area;
- Incremental to #1 above, leverage labour market data to identify career opportunities (in real-time) that are well suited for our current students and alumni in emerging fields. These career opportunities need to be at a more granular level than what is currently provided via NOC classifications. Ideally, this solution further refines the appropriate opportunities by the inclusion of aptitude and personality testing. As with the above, output to include certain factual information about the opportunities (e.g. average compensation, growth rates, companies hiring, etc.) and identifies Certificate Programs offered by CPE to bridge current vs. future state; and
- Leverage the data from above to contrast the skills and competencies required by employers in emerging roles relative to those offered by CPE to influence our market research funnel for new programs and/or tweak existing ones.
York’s preference is to award one (1) qualified and experienced Proponent for the Work outlined in this RFP.

This procurement is covered by Chapter 5 of the Canadian Free Trade Agreement.
Delivery Date:
The Selected Proponent shall have QA approved ready for Production Pilot for July 1, 2021.
Duration of Agreement:
The initial term of the Agreement shall be for twelve (12) months from the date of an award, with four (4) optional twelve (12) month extensions, at York’s sole discretion. All prices shall be net, firm and not negotiable for the Term of the Agreement. Should York choose to exercise its option to extend subsequent to the initial term, any extension to the Agreement shall be upon the same terms and conditions, except for price, which shall be agreed in writing by the parties and shall not exceed the Consumer Price Index – Canada, All-items.
Negotiation:
Following evaluation of all Proposals, it is York’s intention to enter into negotiations with the Proponent who offers the best overall value to York. During such negotiations, the scope of the Work may be refined, responsibilities will be delineated, implementation issues will be clarified and the final terms and conditions of any Agreement will be determined.
York reserves the right in its sole discretion to negotiate modifications to any Proposal received without becoming obligated to offer to negotiate with any other Proponent(s).
If negotiations with the Selected Proponent are unsuccessful, York reserves the further right in its sole discretion to enter into negotiations with any other Proponent(s).
