Description:
The School of Continuing Studies requires the services of Instructional Design firms to complete a range of projects including full program design in online, blended and face-to-face delivery for business, technology and other professional programs; course revisions; and the development of English for academic purposes instruction.
The objective of this RFP is to create a roster of qualified and experienced Proponents to:

Create new innovative, but cost-effective courses using blended and/or online formats using web technology, specifically the Moodle learning Management system, version 3.1 and later;
Create new course components; and
Update and maintain existing e-learning courses and components.

York will only consider Proposal submissions received from Proponents who have registered with MERX (www.MERX.com) for this competitive bid. Proposal submissions from Proponents who have not registered and obtained this Bid Document directly from MERX will be disqualified.

Conditions for Participation:
For the purposes of the RFP Financial comparison, interested Proponents shall contact the person listed in section 3.2 – Communication via email, by the time specified in section 2.2 – Schedule of Events, to receive a Guest Login (limit of one per Proponent) that will allow access to both:

• Project A: A standard online continuing education course; and
• Project B: A standard blended continuing education course.

Proponents shall complete pricing in section 10.1 – RFP Financial Comparison to create substantially similar courses to that provided through the Guest Login/Portal.

Proposals submitted by Proponents that did not request a Guest Login will result in the disqualification of their submission. Proponents requesting the Guest Login must clearly indicate the name of the firm they are representing.

This procurement is covered by Chapter 5 of the Canadian Free Trade Agreement.

Delivery Date:
Services to be started by a tentative date of September 2018.

Duration of Agreement:
The initial term of the Agreement shall be for thirty-six (36) months, with one (1) optional twenty-four (24) month extension; for a potential Term of sixty (60) months.

Negotiation:
Following evaluation of all Proposals, it is York’s intention to enter into negotiations with the leading Proponents who offers the best overall value to York. York’s intention is to establish a roster of Proponent’s based respectively on the highest to lowest best overall value scores. York reserves the full and sole right to determine how many Proponent’s are included in the roster list.

York reserves the right in its sole discretion to negotiate modifications to any Proposal received without becoming obligated to offer to negotiate with any other Proponent(s).
