Description:
Objectives
The objective of this RFP is to engage one (1) qualified Proponent to provide design engineering, manufacturing, delivery, installation, and training of aerospace-grade composite bonding autoclave with Canadian Registration Numbers (CRN) as outlined in this RFP.
Deliverables
The Selected Proponent shall meet all required logistical/operational requirements, including, but not limited to the following:
Design Engineering
The general arrangement drawings and foundation loading diagrams shall be submitted for review prior to fabrication.
Autoclave Manufacturing
Applicable Standards
Canadian B51, Boiler, pressure vessel, and pressure piping code.
Technical Specifications
Usable Workspace of Autoclave
- Working diameter shall be no less than 600mm;
- Horizontal centerline shall be no less than 1,200mm, measured from the parting line to the rear wall;
- Height shall be no less than 480mm.
General Operating Specifications
Pressure:
- Maximum operating pressure shall be 10 Bar
- Pressurization time from 0 to maximum operating pressure shall be less than 15 minutes
- Depressurization time from maximum operating pressure to 0.1 Bar shall be less than 15 minutes.
Temperature:
- Maximum operating temperature shall be up to 350°C
- Minimum operating temperature shall be able to -100°C
- Maximum heating rate shall be at 10°C/min.
- Maximum cooling rate shall be at 10°C/min.
General System Requirements:
- Pressure vessel shall have quick opening breech-lock door, certified to Canadian pressure vessel code. It shall include hydraulically operated locking ring and manual swing door opening and closing - side swing,
- Vessel internals shall include insulation, sheet metal shroud, support saddles, rails and blower,
- Rails and floor shall be able to support a load up to 75 kg,
- All internal wetted parts shall be made of stainless-steel,
- Encapsulated blower motor,
- Valves: Inlet and exhaust values, air operated.
- Autoclave shall be equipped with required pressure gauges, connected to and control by computer, with data-acquisition. Accuracy shall be better than or equal to +/- 0.027Bar.
- Autoclave shall be equipped with sufficient thermal sensors or connections allowed user to connected to computer.
- Heating/cooling: Electrical type
- Vacuum: with integrated vacuum pump and vacuum gauge.
- Main electrical power, 3 phases Canadian standard voltage 600V preferred.
Paint:
All exterior surface of autoclave and accessories shall be primed and painted. There is no colour specific preference.
Autoclave Delivery
All the equipment shall be delivered to Keele Campus and the Selected Proponent shall deliver and install the equipment to the room specified by York. The Selected Proponent shall be responsible for removal of site of all packaging waste.
Proponents shall indicate the lead time (in weeks) for supply, delivery, and installation of Composite Bonding Autoclave in Section 10.0– Financial Considerations. In the event that York requests a delivery delay, the Selected Proponent shall store goods/ equipment at no cost to York for a period of up to four (4) weeks.
Autoclave Installation, Demonstration, and On-Site Training
The Selected Proponent shall provide on-site set up, installation, and connection of the equipment to required services. Proponents will provide a list of all installation requirements, including electrical and any other hook up needed to operate the instrumentation. In addition, all packaging and waste is to be removed from the Site by the Selected Proponent. The Department of Mechanical Engineering, Lassonde School of Engineering shall provide room number for the set-up of the machine.
If using elevator, each unit’s installation size must fit through a freight elevator with a door size 53'' Wide X 95'' Tall and an elevator depth of 105'' or be assembled in pieces at the site location. Each piece of equipment must not exceed a height of 118'' when operational.
The Selected Proponent will provide one (1) on-site familiarization and one (1) maintenance training session for the proposed equipment, for designated York Staff, at a minimum. The two (2) training sessions can be offered successively on the same day.
The Selected Proponent shall provide phone and e-mail support to help users resolve technical issues for the lifetime of the equipment. Ability to provide remote access support for training, diagnostic and troubleshooting of the system will be considered an asset. Local service is desirable. If not available, service centers/ offices located in nearby US states will be preferred.
The installation and training dates will accommodate the York’s schedule and must be approved in writing by York.
Consumables and replacement parts must be available for purchase from the proponent in the 10 years following the purchase.
Regulatory Requirements
All equipment will be CSA approved (or equivalent). This is to ensure that any regulatory or compliance requirement (i.e. over and above CSA approval) specific to the area of research you are involved, is clearly identified and the equipment being proposed is fully compliant (e.g. Class I Div II).
All electric components must be CSA certified or have certifications that are recognized and accredited by Standard Council of Canada (“SCC”). Cost of CSA approval or equivalent electrical certificate must be included in quoted cost.
Item must run on standard North American Voltages and frequencies. Selected Proponent will include costs of upgrading equipment to North American voltages if required.
Warranty
Notwithstanding the requirements of Section 7.10, the equipment will include a minimum of one (1) year parts and service warranty, and a minimum of one (1) year service contract including preventative maintenance and repair. Proponents shall provide optional pricing for extended warranties and extended service contract including preventative maintenance and repair for up to three (3) years in their Proposal and in the price schedule of this RFP.
Warranty shall ONLY start after the installation completion date.
Specification Documentation
Proponents shall provide a set of specifications including (but not limited to) equipment dimensions, weight, minimum space requirements and door size requirements. The specification documents should address the requirements of this RFP and the corresponding Best Value Analysis.
Proponents shall also provide a complete set of operations and maintenance manuals, or access to the same in digital format, readable and useable on the Owner’s information technology infrastructure. Brochures outlining operation and specifications of the machines are mandatory; however, a video of the equipment in operation is preferable (YouTube URL link, etc.).
Returns and Exchanges
Should the product fail to work upon arrival, or within thirty (30) days of arrival, the product will be returned for a complete exchange of a new working product (same
make and model), at no cost to York. The product must be exchanged within five (5) business days of notification. The warranty period of the replaced product will be deemed to begin on the date of satisfactory operation of the replacement. If the product does not function as warranted and the problem cannot be resolved to the satisfaction of York, then the product may, at the sole discretion of York, be returned for a full refund.
York will only consider Proposal submissions received from Proponents who have registered with MERX (www.MERX.com) for this competitive bid. Proposal submissions from Proponents who have not registered and obtained this Bid Document directly from MERX will be disqualified.
