Description

The existing Roadwork Scheduling System (RSS) is a web-based system that allows contractors and consultants to request Right-of-Way (ROW) usage and roadway closures, through the submission of a Notification. Ministry staff review the Notification and either approve or deny these requests. Prior to each work activity on the highway, a Notification must be submitted to the RSS for approval.
Scope of Work
By way of a Request for Information, the Ministry is looking for innovative system solutions that can replace the existing RSS while providing enhancements on existing features in the system.

The RSS solution is to enable MTO to efficiently review, approve and assess Notifications in a timely fashion, using automated processes where possible to assist in the decision-making process. The RSS solution is to enable MTO to communicate restrictions and closures to the public via Ontario 511, social media, and other communication methods, while supporting the varying requirements and needs of all stakeholders involved.

The Ministry is requesting written submissions and may request web-based demonstrations through MS Teams for the purpose of collecting additional information or clarification of written submissions.

The Ministry shall determine in its sole discretion whether to conduct or not to conduct any information/demonstration sessions and which respondents to invite to such a session.

The Ministry accepts that some respondents may want to partner and collaborate with other vendors/ service providers.

To respond to the RFI, respondents are required to provide a written response to all required sections in the RFI.
