ELECTRONIC PROPOSAL SUBMISSIONS ONLY, shall be received by the IESO through the Bidding System no later than the Proposal Submission Deadline specified in the RFP Timetable. The IESO shall rely on the time stamp provided by the Bidding System to determine whether a Proposal was submitted on or before the Proposal Submission Deadline specified in the RFP Timetable. Any other form of Proposal submission, including by hardcopy, e-mail or facsimile will not be accepted or considered by the IESO.
A Proponent must submit its Proposal in either Microsoft Word or searchable .PDF format through the Bidding System only. Proponents should submit and upload separate electronic files as set out below:
Part 1 – Technical Submission. This includes the information requested in Appendix B related to the Technical Submission and includes any Mandatory Requirements.
Part 2 – Supplier Diversity Submission. This includes the information requested in Appendix B related to the Supplier Diversity criteria.
Part 3 – Supporting Materials. This includes the following appendices other than pricing: Appendix A (Registration Form), Appendix D (Terms & Conditions of Agreement); Appendix E (Financial Capabilities).
Part 4 – Pricing Submission. This includes the information requested in Appendix C, to
be provided in either Microsoft Excel or Word, in accordance with the format of Appendix C.
A Proponent must submit each part of its Proposal through the Bidding System. No other forms of submission will be accepted for any part of a Proposal, including any type of hyperlink or other reference that would require the IESO Contact to download or access any file, including any password protected file, not attached to or included in its Proposal in the Bidding System. It is the Proponent’s responsibility to ensure the uploaded files are not defective or corrupted and are able to be opened and viewed by the IESO without the need to enter a password or take any additional steps to access uploaded files. If the Proponent’s uploaded files cannot be opened or viewed, its Proposal may be rejected.
Proponents that fail to submit their responses in the manner outlined in this Part 4 may be deemed to be non-compliant and may be disqualified at the discretion of the IESO.
