Description

This Request for Proposal (“RFP”) is issued by Technical Standards and Safety Authority (“TSSA”) as an invitation to prospective Proponents to provide the Contingent Labour Support for Elevating Device (ED), Amusement Device (AD) and Passenger Ropeway Inspection Services as further set out in Section 2 of the RFP.

This procurement is intended to engage contingent labour support services. The overall objective is to have a backup plan for the essential and critical services that are provided as part of the TSSA’s deliverables for the province of Ontario. The intention of this procurement is to qualify one or more provider(s) of contingency labour that would be able to either supplement or replace the TSSA’s workforce in the event of a labour disruption. The resulting agreement would be based on a non-exclusive as and when needed basis. The successful proponent(s) would be called upon in the event that the Technical Standards and Safety Authority requires a contingent labour force at any point throughout the duration of the agreement term.

In order to address the various areas and specializations of the Technical Standards and Safety Authority, this Request for Proposal has been broken up into three (3) categories. These categories have been listed below along with the corresponding requirements and financial submission documents:

Elevating Device Inspection Services
Amusement Device Inspection Services
Passenger Ropeway Inspection Services

The highest-ranking proponent within each of the three (3) categories will be considered the successful proponent. Proponents will be required to meet a minimum score of 70% overall in Stage 2: Technical Evaluation the Technical criteria in order to be considered for award.

Please be advised that elevator contractors currently in the business of providing maintenance and/or installation services in the province of Ontario, Canada are excluded from bidding on the following categories due to conflict of interest:

Category 1 (Elevating Device Inspection Services); and
Category 3 (Passenger Ropeway Inspection Services).

Companies in the business of operating, erecting or maintaining amusement devices in the province of Ontario, Canada are excluded from bidding on Category 2 (Amusement Device Inspection Services) of this competition due to conflict of interest.

The TSSA does not guarantee any specific assignments, volume or level of business, or revenue to the Supplier(s) and TSSA’s anticipated requirements are contingencies only. Projections, past purchasing history and representations about service level and business requirements are not binding, and TSSA shall not be liable for any act or expenditure (including expenditures for equipment, materials, packaging or other capital expenditures) by the Supplier in reliance on them.
