2758 - TSSA Examination Room & Invigilation

The intention of this procurement is to establish a contract with a single service provider that is able to provide a physical brick-and-mortar space to host in-person TSSA examinations and the invigilation of all TSSA examinations by qualified and approved examination invigilators.

TSSA requires that all examination invigilators be an impartial third party. An individual may submit a request to seek an approval from TSSA to become an examination invigilator provided they meet the following criteria:

• they are not an instructor;
• they do not hold and/or have ever held an authorization/certificate issued under a Regulation made by the Technical Standards and Safety Act, 2000; and,
• they do not have experience or practical knowledge in an industry regulated by TSSA.

1. Provide a brick-and-mortar space for in-person TSSA examinations (the “examination space” in a minimum of five (5) cities in Ontario at a cadence and frequency determined by TSSA.
2. The examination space will have tables or desks are arranged in a “classroom style” for the examination and must be adequately spaced to ensure the integrity of the examinations (a minimum of 6’ [72”] between candidates), while providing sufficient space for the invigilator to audit the examination by moving around the room without disturbing the examination candidates.
3. The capacity of each examination space must be at least 12 candidates, meeting the guidelines for spacing outlined in requirement #2.
4. Conduct examination invigilation activities, on behalf of TSSA, with pre-approved invigilators who have met the requirements outlined in the TSSA Certification and Examination Policies and Procedures, which can be found in Appendix F.
5. Provide dedicated (primary) and contingency resources to invigilate TSSA examinations on behalf of TSSA.
6. Conduct TSSA examinations in accordance with the TSSA Certification and Examination Policies and Procedures including but not limited to the following:
   1. Section 3: Administration of TSSA Certification Examinations
   2. Section 4: Examination Invigilation
   3. Section 5: Examination Rules and Procedures
   4. Section 6: Examination Misconduct
7. Conduct TSSA examinations (as may be required throughout the contract term) in accordance with all social distancing or COVID-19 safety protocols set by the federal or provincial government
8. Demonstrate standard operating procedures and safety protocols to maintain the security and integrity of TSSA examinations.
9. The scope of work can be conducted through December 31, 2024, at a minimum.
